Why Bazaar is not used in many project hosting sites?

That's funny, I asked the exact same question not so long ago.
I fear there is no hard and fast answer, or rather these should be asked 
to the site administrators instead... :-)

Recently, somebody here mentioned also Alioth 
<http://alioth.debian.org/>, see <http://wiki.debian.org/Alioth> which 
allows a wide range of VCS softwares (including the even scarcer arch 
and darcs). But it seems limited to Debian developers.
