[MERGE] Fix bug 360791 by not raising an error when a smart server is asked for more content than it has locally; the client is assumed to be monitoring what it gets.

A bit more detail:
1.13.0/1 will stream from unstacked branches only; in *that* case not
getting all the content expected would be a bug; OTOH the graph search
is how we figured out what we wanted, so a mismatch is both odd and
unrecoverable - if data is gone, doing a new search will find only the
truncated data, so sending only the truncated data seems reasonable.

1.13.2 appears to be the same as 1.14 - it will stream from stacked and
nonstacked branches, and checks it got what it wanted.
