Scoping the UI changes for 2.0

... which sounds like putting in a lot of work (work which could be
better spent on other things) simply to preserve what many people have
identified as a bad habit -- a tendency to tinker with and issue too
many formats.

It doesn't seem worth it given that the most immediate beneficial effect
of that effort (not having to worry about formats) could be achieved by
the much simpler method of ... just having one stable format.
