They have to do it locally as well, or else re-branch their branch.

Stacking doesn't care whether a revision is an ancestor of the stacked
branch's head, does it?  If it did, this wouldn't be a big concern.

Other fallout: I had to upgrade Bundle Buggy's slushpile (basically a
branchless repository used for tracking trunks) to a rich root format.
