John: If you are referring to an option not to install tbzr as part of bzr
for Windows, that is correct.  The Windows installer provides an option to
install or not install tbzr and (separately) to install or not install the
Tortoise Overlays.  These options are much appreciated.

Incidentally, the option to install Tortoise Overlays has not worked for me
in recent releases.  It shows as installed in Windows add/remove programs,
but the overlays do not work for me.  Tigris.org offers a separate installer
for the overlays which does actually work, but the performance with tbzr is
so slow I can't imagine anyone using it for a project with more than a dozen
files.

I hope the tbzr team to focus on speed and stability rather than
completeness and I am happy to test in my sandbox anytime.
