Adjustment to 1.14final? 1.13.2?

Bob is referring to the bugfix for stacked branches I posted about on
Tuesday. 

Bob - the status is that the fix appears to work and Andrew is landing
it. He'll ask for a merge of the revno in trunk when thats done.
