In Bazaar, the label for the head of a branch is the branch itself.
Since you're suppressing some branches, you have to work around it for
the ones you didn't mean to suppress.
Bazaar also supports tags for revisions, but these are arbitrarily
assigned by the user.

Yes. In fact, I'm not sure I understand the question. No one's going
to be deleting branches from your repository unless they're supposed to,
right?
