After your "--levels 0" advice patch lands, I think this is good to go 
in.

I still think it would be nice to have a separate option for "--levels 
0", rather than having "0" be something special, but I seem to be the 
only one of that opinion.

It would also indeed be nice to land this early to see if we're happy 
with this.
