OK. This change makes all content in doc/developers reachable
(perhaps indirectly) from that directory's index.html. It also
fixes the remaining broken links within doc/developers/*.txt.
Note that there are still unreachable HTML *files*, but no
unreachable *content*. These files result when A.txt (for e.g.)
"..include"s B.txt. B's (HTMLified) content appears bodily in
A.html (which of course is the point); but B.html is generated
anyway, because the Makefile doesn't know any better.
Is it better to add index entries for such HTML files, or to stop
generating them on the theory that they're not standalone
documents, but merely fragments of a larger one?
(N.B.: It's performance-roadmap.txt that does all of this
"..include"ing.)
