releasing documentation: make check-dist-tarball and plugins

Let me add to this.

I need to have at least my pqm plugin there for ' bzr pqm-submit -m'  
then have to remember to move them out of the way for the check-dist- 
tarball.

Seem like a test I'll forget :-)
