They don't comply, but they exist and are common.  The problem is not
so much quoted-printable as that many MUAs don't implement
format=flowed at all, or implement it poorly even with the null
content transfer encoding.  This issue came up on the Mailman User
list a couple of years ago but I can't find the post or in the FAQ.

IIRC the outcome was that the path of least resistance is to give up
on format=flowed, and format the mail explicitly, then send it with a
standard text-oriented MUA like mutt or pine.  Just as suggested here.

Web mailers (including Gmail) are just not trustworthy.
