Given the outage of launchpad and I do not see the requested cherry  
picked fixes in 1.13 -and- I'm a little nervous to do a PQM submit at  
2am, I'm going to wait until the afternoon on 03/14 to push 1.13final.

Rob, please send the cherrypicks off to PQM when you get this message.
