[PATCH] new netrc_crendential_store plug-in test to test it through the get_credentials API

This is a complimentary patch to my AuthenticationConfig patch which  
adds a new test to the netrc_credential_store plugin-in which 1)  
demonstrates that the netrc plug-in is inoperative in bzr.dev as it  
currently stands due to an assumed 'host' key in the credentials  
dictionary which in fact will not be there and 2) demonstrates that my  
AuthenticationConfig patch corrects this failure.

The patch is however standalone and can be applied without applying  
the AuthenticationConfig patch.
