[1.13][merge] set default format to 1.9 and tweak remote branch stacking

Unfortunately this change seems to cause warnings about upgrading for
users using rich-root-pack. Running "bzr upgrade" in such a directory,
as suggested by the warning causes a confusing situation for users, as
documented in bugs:
