bzrtools 1.11-1 in ppa rep?

bzrtools maintainer has a strict policy regarding dependencies, I
don't think it's going to change soon.

But bzr and bzrtools 1.12final should be rolled out into the ppa
today and the plan is to continue releasing them at the same time
for future releases.
