I too have been confused by this -- it has occurred when I had an old
version of the 'bzrtools' plugin with a too-new version of bzr, and
also with 'bzr-svn'.
I have to run with '-Derror' to see the traceback and then figure out
which plugin caused the problem.
The error message could definitely be improved. It seems backwards to
me. It says that "bzrlib" is not compatible with 1.10, but supports
1.11-1.12. Actually, what it should says is that the "bzr-svn" plugin
is not compatible with 1.11-1.12, only with 1.10.
