[builddeb/merge][#315368] doctest fixes

At the moment "python -Werror bzr selftest" fails to even start,
because it tries to load the module 'config', and "python -Werror -c
'import config'" fails.  This fixes it, and also fixes the requirement
for the doctests to be run from the directory containing the sample
data.
