What they can have is a pointer to a branch in a shared repository.
That's how lightweight checkouts are usually used.  We don't want the
branches themselves to be outside the shared repository, because then we
can't tell which revisions are in use and which ones are unreferenced.

So all my bzr trees are in "~/bzr".

But the branches are in "~/bzrrepo".

You can also stick the shared repo at ~/ or /.
