Now that qbzr was sorted out, there was a problem in bzr-svn. Namely it
was set to only work with the bzrlib api at 1.10, and not at 1.11.
Jelmer released bzr-svn 0.4.17 which is now included in
bzr-setup-1.11rc1-3.exe.

Please test the latest release, and I'm happy to hear feedback. I'm
really hoping to have a solid 1.11 final installer.
