[ann] bzr-whitespace plugin

hi,
l just wanted to let you know about a plugin which can
help you avoid committing new trailing whitespace, leading tabs and files
not ending with a newline. You can set it to just warn you about it
or let it refuse if you try to commit such things.

I wrote tests for it and I'll be dogfooding it a bit from now on.

I'm thinking of renaming it to bzr-text-checker or something let me know if
you have a better idea,
other ideas and feedback would be welcome too.

I'll put it on the wiki if its useful and when I know what to call it.
