[MERGE][#297014] Add a flag to suppress errors from abort_write_group

This patch adds a suppress_errors optional argument to abort_write_group,
and uses it in fetch.py.  This fixes another cause of
TooManyConcurrentRequests, most recently reported by Martin in
<https://bugs.launchpad.net/bzr/+bug/297014>, but I think it's come up in
comments on other bugs.
