[MERGE] fix handling of stacked-on branch in smart server

Hi all,

The current HPSS stacking code treats the stacked-on URL as if it's a
repository location, so it fails when the stacked-on branch is in a
shared repository.  This patch fixes it so it opens the branch and gets
the repository from that.  That way, it will follow branch references
and open the correct repository.
