[MERGE] Request merge of lp:~dobey/bzr/xdgconfigdir to trunk

Hi,

I've written a quick patch which implements usage of the $XDG_CONFIG_DIR
variable for determining the user's configuration directory for bazaar.
The attached patch uses $XDG_CONFIG_DIR/bazaar as the default config
dir, and $XDG_CONFIG_DIR defaults to ~/.config as per the XDG Base
Directory specification on freedesktop.org. I've also added code to
migrate the existing ~/.bazaar directory to the new location, so that
the update works automatically without losing configuration data.

The patch resolves bug #195397 as well.
