Bzr plugins need fixing

Regardless, if the problem I point out is not addressed, it will
continue to pop up. For example, the version of Bzr in Dapper is
I think the same as the one in Debian stable. Isn't inter-operation
between Debian stable and the current Ubuntu released desirable?
