It isn't for formats that aren't compatible with 0.8. We had "weave", then
"knit", then "dirstate", then "pack".

Knit came in at 0.8, though we didn't warn about upgrading weave=>knit for
several releases, dirstate was introduced in 0.15 and we warned fairly early,
and pack was 0.92 (warned in 1.6). I just forgot about how far we've come from
the dapper code.

So yeah, a default format in 0.8 could warn in 1.3.1, I'm probably mistaken.
