rich-root-pack with Bazaar 1.3

As it turns out, upgrading the host to use Bazaar 1.5 from
backports.debian.org was a matter of asking the administrator :-)

The problem is resolved, as far as I'm concerned. Hopefully nobody
here lost too much sleep trying to solve it :-)
