Well, this was more about *platform*.

On the exact same laptop, "time bzr --no-plugins rocks" on Linux is about
106ms, and under Windows it is about 500ms.

Now, I'm guessing there is a little bit there about path to executables, but I
think it just ends up that Windows doesn't like lots of small files.

Things are significantly worse (yet again) under Cygwin. I'm actually spawning
win32 python using an 'ash' script, as that was the fastest way I could find.
(.bat files don't support multi-line arguments, even if they silently truncate
them.) I know it adds about 100ms to start /bin/ash and have it spawn another
process.
