[MERGE][Bug #45719] Allow update command to specify a revision

I've resurrected a very old bug and branch that gives a '-r' option to 'bzr
up'.  I think a comment on the bug sums up the motivation well:

For an example of why this is expected by users:
cvs up -rREV
svn up -rREV
hg up -rREV
bzr up -rREV <-- only one that doesn't work. =(
"""

I resurrected this as I was personally surprised by this omission and use
the feature regularly with svn, particularly when trying to determine
exactly where a regression was introduced.

Note the bug was opened in May 2006, and the original patch last updated
around September or so of 2006.  My only contribution has been to merge that
patch into bzr.dev - but as can be expected by the differences over nearly
two years, the merging wasn't that straightforward.  It would be great to
have this considered for 1.7.
