If the branch is on a server accessed via ssh, for example, you could
create a "devel" user on the server and put this in the
~devel/.bazaar/locations.conf file on the server. All developers would
login to the server using the "devel" username for pushing/committing
etc. I think the hooks would work with the smart server if accessed by
"bzr+ssh" from client machines.
Another alternative is to use the hookless email support for bazaar.
This just monitors branches for changes without using a hook and then
sends emails when it finds them. It can poll or use inotify to do
