As for the other part. It is generally setting:

post_commit_to = Mailing List <mailinglist at example.com>

In your ~/.bazaar/locations.conf for whatever branches you want to send emails
from.

You *could* set it in ~/.bazaar/bazaar.conf under [DEFAULT], but I know *I*
have several private branches which I do not want to send public emails about.
