It's mainly the principle of it-- we shouldn't eat up parts of the
namespace that might later be used for official purposes.

It's also an organizational issue-- I would think that if .shelf were to
move into .bzr, it would go into .bzr/checkout/shelf or
.bzr/checkout/extras/shelf or .bzr/checkout/x-shelf.

IMO, we should have some standards about where things go, and APIs to
support the best practices.
