Location of directories

I would argue that shelf is far too useful to be a mere unofficial
plugin.  I would raise its importance to at least standard plugin.

Another issue: is there an enforcement of only officially sanctioned
directories being allowed in .bzr?  Surely any plugin can add extra
directories in there if it wants to?  Or perhaps the bzr program checks
the consistency of .bzr and deletes all directories and files it doesn't
approve of?
