The Launchpad Code team just found
https://bugs.edge.launchpad.net/bzr/+bug/259275 (" pushing a
non-stacking format into a non-repo bzrdir with a default stacking
policy creates broken branch") which unfortunately, is rather serious
for the use of stacking on Launchpad.  If a fix doesn't make 1.6, I
guess we can disable stacking-by-default on Launchpad until 1.7 is
released, but it would be better to not have people using a broken
version at all...
