The patch will be trivial and I'll be working on it today. Martin
proposed disabling the feature rather than not-versioning .bzrrules - he
preferred this to excluding .bzrrules from versioning in case we do
decide that that is the right way forward. I discussed this with Ian,
and he was ok with the quid pro quo I offered - which is that during 1.7
I help do 'something better', and Jelmer supported not
versioning .bzrrules as a part of the tree. Given that there we no 'you
are wrong' mails to the thread I started about this, I certainly feel
there is enough consensus.

I'm extremely tired of it too. I'm tired of the bugs that arise when
people try to work with metadata files and bzr just lets them down. I'm
really tired of us not having learnt from past whack-a-mole issues that
we're willing to create more of them! I remember a mail from Aaron back
in, oh, 2005 that expresses what I feel very elegantly, but I can't seem
to find it :(.
