Did you have a patch for this? I'm not planning on doing much devel to
get 1.6 out the door, because it is *way* overdue. I'm also not
convinced that you are correct about .bzrrules in the first place. So
with no patch, an a controversy about the decision, I'm not going to
delay a release on something hypothetical.

My personal feeling, we need a way to propagate things that aren't
specifically user-tree changes like .bzrignore, .bzrrules, and tags. We
don't have it, what we do have is a bit ad hoc. But in the short term,
versioning is probably the best answer, and I'm tired of having this
discussion end in "we should do it differently" but nobody steps up to
do the code and we end up lacking functionality as a result. Tags were
the extreme example of this.

If you feel strongly enough to write a patch that passes review, I'll
consider merging it to 1.6.
