[ANNOUNCE] New bzr-eclipse build

Can I propose a relabelling.  I think you need to be heading for 1.0 as
soon as possible.  Whatever the rights and wrongs technically about
using 0 as the major revision number, a very large number of people
refuse to use anything that is not at least at version 1 unless it is
forced on them.

The corollary is that it would be good if bzr-xmloutput also rapidly
moved to being 1.0.
