RFC: bzr rm rethink

so bzr rm has a whole bunch of complexity - 'keep', 'force' and a bunch
of flags.

I wonder if a better approach would be to mirror add:
$ rm foo bar
$ bzr rm
deleted foo
deleted bar

$ rm gam quux
$ bzr rm quux
deleted quux


I'm adding the first form now, but consider by analogy that we don't
have 'bzr add missing' touch a file for us :)
