[MERGE] Teach GenericRepoFetcher to handle revisions/sigs properly

This is definitely buggy as stands.

Model1toKnit2Fetcher needs _copy_revision to be called for plain to rich
root conversions.

Possibly just pushing the logic down to Model1toKnit2Fetcher would do.

I haven't audited all the uses of GenericRepoFetcher, only some.
