BB sends the message to the mailing list for whatever project the patch
is determined to be part of.  I think this is the correct approach.

The problem here is that the project for the patch was mis-identified,
because I misconfigured BB.

I had listed lp:bzr as a bzr-gtk branch, instead of listing lp:bzr-gtk.
 This meant that when Jelmer used lp:bzr-gtk, it used the default
project, Bazaar.

I have (hopefully) now fixed this.
