sorry for that, I thought using the same method was better, but I see your
point.

* I applied the tweak Vincent asked for
* I added news (since this will alter user experience)
* I added explicit tests for `init -q` and `init-repo -q`
* I merged with bzr.dev

I also attached the changes I made since the previous patch (except the
merge) for review convenience.
