[MERGE] Implement a proper PreviewTree.path_content_summary

Hi all,

This patch builds on my other patches by implementing
path_content_summary for PreviewTree.  It builds on my previous submission:

path_content_summary is somewhat special among Tree APIs because it uses
paths exclusively, not file-ids.  That means it can refer to unversioned
files.  So I decided to implement it in-place, rather than in terms of
existing Tree APIs.
