Does this patch still preserve the format for all other implementations?
Specifically doing "bzr branch Branch5 new_branch" should not switch to the
default branch format.

I suppose that is supposed to be encapsulated in 'cloning_metadir'? Though I
believe we've had a few bugs where it *doesn't* set .repository_format
correctly. (I believe this is one of the thing that breaks branching over
bzr+ssh from a --rich-root-pack repository).
