[MERGE] Use repository format from cloning metadir rather than always the source repository format

Hi Robert, Ian,

The attached patch fixes the creation of the remote repository when
sprouting and creating a shallow branch. It's required for bzr-svn,
otherwise we end up trying to create a SvnRepository in the target
bzrdir.
