I found a msg

about setting mail-user-agent. It would be nice to have this feature
documented somewhere hoping that Emacs/Gnus is not so uncommon
combination amongst bzr users. Finally, we anticipate that Emacs will
adopt bzr as SCM.

I use 'mail-client' and no longer get previous error and now I get Gnus :-)
