This is a bug in builddeb that I found the other day, but I haven't
had chance to find a fix yet.

The workaround is to get the tarball that you need and place (or
symlink) it as "../tarballs/bzr_0.16.orig.tar.gz".

You might want to change the version number to make sure that when
uploads are available in the repositories you are able to upgrade to
them. In which case you will need to tweak the number in the tarball
name, the output tells you what file it is looking for.
