Thanks for pointing out what should have been obvious to me, sorry you
had to.  

Step 1 is clearly to get bzr 1.4.0 installed.  Unfortunately the
simple-minded thing that occurred to me from what Jelmer proposed was to
get a branch of http://bzr.debian.org/pkg-bazaar/bzr/ubuntu/ go into it
and type bzr builddeb.  However:

|> bzr builddeb .
Building using branch at .
Running in merge mode
Building using working tree
Preparing the build area: ../build-area
Exporting to ../build-area/bzr-0.16 in merge mode
Looking for ../tarballs/bzr_0.16.orig.tar.gz to use as upstream source
Using uscan to look for the upstream tarball
bzr: Version (1.5rc1) available on remote site:
  http://bazaar-vcs.org/releases/src/bzr-1.5rc1.tar.gz
  (local version is 0.16)
Not downloading as --package was used.  Use --download to force
downloading.
bzr: ERROR: A Debian packaging error occurred: Could not find the
upstream tarball after uscan downloaded it.

I guess what I need to do is to read the document for prospective new
developers and stop just guessing and harassing people on this list.

Actually what I need is calories, lunchtime... :-)
