Well, it did seem to be involved in your earlier error (“The VCC property was
not found on the resource” is an error from libsvn), so it seemed like a
reasonable guess.  Thanks for ruling it out.

FWIW, I can branch that URL successfully from one of my machines with bzr 1.4rc1.
