[MERGE][1.5][bug #211661] Don't try to send None to get_parent_map()

It turns out there was another code path I missed, and this patch includes test
cases for all repository implementations. (So all repositories refuse to allow
get_parent_map([None]), whether they are local or remote.)

I'd like to see this in 1.5, since the bulk of the fix is already there anyway.
