The disruption caused is likely to be greater than being told you need a
newer client though : because this file is being used to control tree
filtering capabilities; because branching with an old client would not
preserve the file (and one presumes it should be preserved).
I don't believe this is a safe enough situation to avoid a branch format
bump.
