[MERGE] Note about naming of rc versions

This adds a tip about Debian version someone (jamesh? james_w?) mentioned on irc, 
and adds a better link to the developer documentation.

I'm thinking that the next time I touch the release/packaging information I
might split it out of the overall "hacking" document -- it is getting unwieldy
and long, and really the tasks we document for making a release do not overlap
with information about working on the code itself.
